DELEX CONSORTIUM deploys influence. The embodiment and projection layer of an institutional ecosystem — carries the voice, weaves alliances, establishes authority within the public sphere.

A doctrinal chamber registered with the Paris Bar. Not another think tank. Not another institute.

An association governed by French law, the Consortium convenes an international network of legal experts, executives, academics and public-sector leaders. Its work addresses systemic technological transformations: artificial intelligence, critical infrastructures, digital sovereignty, and the governance of emerging technologies.

The Consortium is presided by Maître Hannan Otmani, Attorney at the Paris Bar and founder of WISER and AUCTORITAS.
